翻译基本上可以直译或意译，我个人是建议把文章看懂了以後再重新组织语言，因为两国语言跟文化实在有太多没有交集的地方。只有通过用国人能懂的表达方式来敍述。

negative campaign 消极竞选 这是常用的翻译，不过一般人不能直接看明白就是了。你也可以说成是丑闻竞选
